Troika

The Council of Ministers (COM) has established a "Troika", consisting of the Chair, the Vice-Chair and the previous Chair. The Troika has been mandated to meet in the periods between the regular meetings of the COM and the CSO, as often as collectively decided.

The Troika reports to the COM and the Member States on any important matters relating to the Association, including progress achieved, the establishment of additional mechanisms, policy direction, and the appointment, term of office, mandate and duties of the Secretary-General.

Meetings of the Troika take place in the Member State occupying the IORA Chair, or at another venue agreed upon by the Troika. As per the Rules of Procedure, Troika meetings and their outcomes are to be communicated to Member States in a timely manner.
